In 2009, the U.S. Department of Justice funded a report on child trafficking that revealed that Portland, Oregon is one of the national hubs for child sex trafficking. The goals of this thesis are to investigate the web of characteristics of larger Portland metropolitan area that have contributed to the high prevalence of sexual exploitation of women and children. This research is aimed to close the gap in our understanding of the extent and nature of Portland’s local sex trafficking trade. An exploration of Portland’s location and culture, especially its placement on the I-5 corridor, libertine sex culture, and the prevalence of legal and illegal sex businesses, allows us to start to understand the contributing factors of sexual exploitation in the Portland community.

"The news last week was that The New Republic had been sold. After the magazine's turbulent tenure under Facebook mogul Chris Hughes, it was purchased by Win McCormack, an Oregon resident. At first glance this seems like a good fit. McCormack co-founded Mother Jones, another liberal publication, and has a lot of experience both in publishing and Democratic activism.Yet McCormack has a bit of an unsavory past.
Here's the backstory: In the 1970s, Portland, Oregon, mayor Neil Goldschmidt started sleeping with his kids' babysitter. She was 14 when it started. It didn't become public, but it also wasn't a well-guarded secret. Goldschmidt took her to parties with other power brokers in the state, but no one said anything. As Multnomah County Sheriff Bernie Giusto put it, "You could argue that I had an ethical responsibility to do something." Goldschmidt went on to be Carter's secretary of transportation and was elected governor of Oregon in 1986. In 1990, Goldschmidt stunned Oregon when he announced that he wasn't running for a second term. That Goldschmidt raped a babysitter didn't become public until 14 years later later in the wake of a scandal involving Goldschmidt and his lobbying clients, as well as some dogged Pulitzer Prize-winning reporting from Willamette Week that brought it to light. They were referred to as the " light rail mafia" because Goldschmidt was exploiting all of the transportation rules and development restrictions that he himself had put in place when he was in office. The story was that Goldschmidt's victim had threatened to go public and one of the conditions of the settlement was that he would leave public life. So he became the state's top lobbyist, not that the move would necessarily prevent him from doing less political damage. "

“The foster father in this case, Casey Ray Miller, was given a 30-year sentence in September for sodomizing one of the foster children in his care. Previously, he had been found guilty of first-degree criminal mistreatment, after it was discovered that he had broken seven bones of a 10-month-old girl in his care.”
"What we're alleging is that, in this case, when the agency became, frankly, aware of abuse, the agency took upon itself to investigate the conduct leading to abuse and ultimately fed into what we are alleging was a cover-up." -- Attorney Steve Rizzo "These people were not fit. They were not even financially independent. They had serious health concerns, both mental and physical," Rizzo said. "They never should have been put in charge of children."
DHS is also being accused of seeking to cover up its own wrongdoing, as it pertains to the 10-month-old abuse victim. The lawsuit says that after Miller admitted to abusing the infant, DHS sought a "self-serving" diagnosis of brittle bone disease for the girl – a diagnosis that Oregon Health & Sciences University (OHSU) did not deem accurate after examination.
With the lawsuit, the plaintiffs are seeking to have the courts forbid the state agency from certifying non-relative foster parents who don't have the financial resources to care for foster children outside of the state's foster care payments. The plaintiffs are also seeking to stop DHS from conducting investigations of child abuse that happen in the state's foster care program, claiming that it is a conflict of interest. The lawsuit also asks to have the agency fire the DHS employees who participated in the alleged cover-up.”

"Overall, if I could give this place negative stars I would. DO NOT send you child here they will not get the help they need. Staff do not have any therapy or medical certifications, you only have to have a high school diploma or a GED ( they send you for training) they do not run back ground checks. Do your research you will be surprised by what you find. Extremely dirty, urine, blood, fecal matter, no body cleans. Children have access to sharp objects and other items in order to hurt themselves or others. This is where violet offenders are sent who are unfit to stand trial. If you care about the success of your child this is not the place for them. This is a glorified juvenile detention center. Highly unsafe."
